If a tenant pays a holding deposit and withdraws from the tenancy or fails referencing or misleads the landlord, what will happen to the monies?

The holding deposit can be withheld. The landlord must provide the tenant with the reasons for withholding the holding deposit 7 calendar days from doing so. Failure to do so would require the landlord to refund the holding deposit in full.
