How does the Renters' Rights Act distinguish between the purposes and legal thresholds of Ground 7A and Ground 14?

Ground 7A is intended for the most serious cases of anti-social or criminal behaviour. It applies where a tenant, or someone living in or visiting the property, has been convicted of a serious offence, breached an injunction, breached a criminal behaviour order, or breached a closure order. This ground reflects behaviour that is objectively severe and has already been formally recognised by a court or authority.
