Yes. The Act retains an exemption for Purpose-Built Student Accommodation (PBSA). Operators who qualify as PBSA providers can continue to grant common law agreements which fall outside the Renters' Rights Act 2025. This allows them to offer fixed-term tenancies aligned with the academic cycle.
