What are the implementation phases of the Renters' Rights Act?

The Act is being implemented in three phases. Phase 1 (1st May 2026): Implementation of the new tenancy system and abolition of Section 21. Phase 2 (Late 2026): Introduction of the Landlord Database and Ombudsman. Phase 3 (Future Date): Application of the Decent Homes Standard to the private sector.
