Will the new Section 8 grounds apply to older tenancies (e.g. pre-1997) where Section 21 did not apply?

Yes. The Act will apply to all Assured and Assured Shorthold Tenancies. The new Section 8 grounds will replace the previous eviction rules for these properties. The Act does not apply to commercial lets.
